Director Federal and State Regulatory Affairs Job Announcement FLSA STATUS: Exempt REPORTS TO: Senior Vice President Government Affairs SUMMARY The Director Federal and State Regulatory Affairs (Director) primary responsibilities include: identifying, analyzing, and commenting on rulemaking proposals from federal and state regulatory bodies affecting the electronic payments system. The Director will also assist the Communications Department in development of ETA’s message to the media. The Director will report to the Senior Vice President of Government Affairs. The Director will represent ETA before federal and state agencies and legislative bodies, and at meetings of coalitions and public forums. RESPONSIBILITIES Essential Functions • Drafting of submissions/comment letters to federal and state regulatory and/or governmental agencies in response to formal regulatory proposals and participation in meetings with representatives of regulatory and/or governmental agencies in connection with same. • Supervision of and assistance to outside counsel involved in the preparation of submissions to regulatory and/or governmental agencies in response to formal regulatory proposals. • Work with ETA members committees to develop ETA’s position on pending regulatory proposals. • Strong writing skills to deliver ETA’s position in a clear and persuasive manner to advance ETA’s position on regulatory matters before federal and state regulators. Communications • Work with ETA Communications Department to craft ETA’s position on federal and state regulatory matters to the media. • Develop timely and relevant content for ETA’s monthly newsletter, Details, Transaction Trends magazine, the ETA website, and The Voice of Payments™. • Work with Senior Vice President of Government Affairs to deliver ETA’s messages to federal and state legislative bodies • Respond to inquiries from the payments community, and state and federal agencies with information on ETA positions and issues • Compose issue briefs, issue research summaries, and position statements as assigned by the Senior Vice President of Government Affairs Inter-departmental Efforts • Work with other ETA departments to integrate regulatory advocacy into ETA advocacy and messaging. • Participate in internal ETA working groups such as the database project, Annual Meeting and Strategic Leadership Forum planning calls, and marketing and website groups as necessary QUALIFICATIONS • This position requires advanced knowledge and experience of the federal and/or state(s) regulatory process. • The job of the Director requires a self-motivated person with a law degree and 5 to 7 years of Washington work experience in a federal or state regulatory body, trade association, or corporation or law firm in their regulatory department. • This position requires an exceptional writer, capable of imparting information, analysis and ETA positions professionally in all forms including comment letter congressional testimony, email communications, position papers and issue briefs, advocacy communications and web and marketing material. Attention to detail and political sensibilities is a must. • The ability to formulate ETA’s position from its members’ collective position. Member advocacy development experience is required, including aptitude for and interest in engaging and mobilizing advocates. A personable and informed style in face-to-face, telephone and email interactions that is consistent with effective advocacy and customer service standards is also required. • Experience and insight in understanding how regulatory activities will be perceived and noted by the press is an asset. Basic understanding of journalistic style and fundamentals is an asset as well. • This position requires public speaking as well as networking skills and collaboration with others inside and outside ETA.
